Prof Barnabas Nawangwe, the Vice Chancellor Makerere University has appointed Dr Isaac Kaija as the acting principal Makerere University College of Health Sciences.

The appointment comes after court nullified the appointment of Prof Damalie Nakanjako as the substantive principal.

“I hereby appoint you as the acting principal of the college until a substantive principal is appointed. The director human resource is hereby requested to give you the terms of service and responsibilities as acting principal,” Nawangwe told Kaija, in a letter dated September 6, 2021.

The High Court in Kampala on September 2, 2021 quashed the appointment of Nakanjako after 41 members of academic staff from College of Health Sciences challenged the appointment of their principal.

The staff alleged that the process of the appointment of the principal was arbitrary, illegal, unfair, irrational and a breach of the applicant’s right to a fair hearing.

Court has also issued an order quashing proceedings, reports and decisions of the search committee, senate, university council and chancellor leading to the appointment of the second respondent as the principal of the college of health sciences.

Makerere University was directed to follow the law regarding the recruitment process of principals.

High Court judge Esta Nambayo on Thursday ruled that, “The findings of the search committee which were endorsed by the senate, university council and the chancellor that prof Moses Joloba is not of good ethics, integrity and therefore not eligible for appointment for the position of principal college of health sciences were unfair and reached in violation of his fundamental rights to a fair hearing, just and fair treatment.”
