In a speech during Uganda’s 61st Independence Day celebrations in Kitgum Municipality, President Museveni expressed concern about the involvement of local leaders in cattle rustling in the Acholi and Karamoja sub-regions. He revealed that security reports from the army’s 5th and 3rd Divisions had highlighted the participation of these leaders in cattle-rustling activities.
The President did not name specific individuals but mentioned that a district leader from Amudat district and a councillor in Agago district had been implicated in cattle raiding incidents. He criticized the leniency shown toward these leaders and emphasized the need for action.
At the same event, Brig Keith Katungi, the UPDF 5th Division commander, reported that a councillor from Agago had been imprisoned for collaborating with soldiers in cattle rustling activities. Brig Katungi also highlighted the involvement of local collaborators and some security personnel in these incidents.

President Museveni used the occasion to call for greater regional trade cooperation and emphasized the importance of regional knowledge and skilling centers. He commended the development of Uganda’s first locally made farm truck, known as “Bingwa,” which was designed for transporting farm produce, generating electricity, and pumping water. The vehicle was created by a group of young Ugandan innovators from Kibuye, Kampala.
The President praised the emphasis on science education in schools and universities, noting that it had resulted in the development of innovative projects like the locally made farm truck. Mr. Rogers Mubiru, a Senior Two dropout, was introduced as the lead designer of the vehicle.
Furthermore, President Museveni inaugurated the new Kitgum Central Market, funded by the African Development Bank, and recognized several individuals with medals for their contributions in various fields. Notable awardees included former Trade Minister Ms. Amelia Kyambadde and three-time world championships 10,000-meter gold medallist Mr. Joshua Cheptegei.
