
President Museveni held a meeting with a section of Kampala Capital City Authority (KCCA) leaders and market representatives over issues of markets ownership and management.
During the meeting at State House Nakasero, Museveni opined that markets should be owned and managed by a common man whom he referred to as “muntu wawansi”.
“In a meeting with a section of KCCA leaders and Market representatives, I opined that markets should be owned and managed by the muntu wawansi (common man), why are the rich controlling these markets”? Museveni said.

Museveni emphasized that common people should be the beneficiaries of Kampala markets and warned the rich not to exploit poor people by charging high and unnecessary fees.
“The common people should be the beneficiaries, let the rich not exploit our poor people in these markets by charging high/ unnecessary fees. These mistakes came from past Kampala leaders, who got obutale bwa’abanaku (poor people’s markets) and gave them to the rich”. Museveni emphasized
In attendance of the meeting included, the state minister for Kampala Capital City and Metropolitan Affairs, Kabuye Kyofatogabye, the Local Government Minister, Raphael Magezi, the KCCA Executive Director, Dorothy Kisaka, the Kampala Resident City Commissioner Amina Lukanga and Salim Uhuru, the Kampala Central division mayor, among others.
Museveni also directed KCCA and all stakeholders to prioritize our poor people, reminding them that small markets in Kampala are not a business for the rich and therefore should go elsewhere
“I ask our leaders in KCCA and all stakeholders elsewhere to prioritize our poor people while making some of these decisions. Museveni added.
The president also urged KCCA leaders to apply logic when conducting their work, citing an incidence of the people who have been chased off roads yet plan where to settle them.
We need to apply some logic to these things. Do these poor people have leaders in this city? Lwaki temubalumilirwa (Why aren’t they being helped)? Museveni Cautioned.
