Rugarama Sub county councillors and chairmen LCs in Sheema district want the district CAO and his civil servants to give them bills of quantities of Kigoye bridge in Bigona Nyakarama which they say that it was left at the verge of collapsing.
Local councillors led by chairman LC 3 Rugarama Sub county Owakubariho Dennis told us that they cried for the district authorities to build for them Kigoye bridge but that to their surprise, the engineers did shordy work and went.
“What we need are BOQs of this bridge, I asked the engineers to give it to me but he refused, I asked them how much money was allocated to that bridge, they undermined me telling me that I wasn’t concerned, they neither launch nor commission the project, they didn’t engage local leaders, meaning they were hiding something which has been revealed finally” Dennis Owakubariho C/M LC 3
Annet Mworoozi Rugarama Sub county speaker said that the work done was worth not more than 5M saying that even a lorry can’t cross the bridge due to it’s width narrowness
“Though I’m a woman, but in case i enlarge my legs on that bridge, any pedestrian can’t pass through unless he or she jumps, in fact when you reach on this shabby bridge, you can cry for government, we shall not allow corrupt officials to make us suffer as if we didn’t go to school, you either come back and do what is required or you demolish your kithing and go” Speaker
By the time we reached at Kigoye bridge, we found these leaders putting there artificial wooden guards of ecayraptus trees to at least protect passengers from drowning in that stream since in just 6 months after it’s construction, 3 have died in it after failing to over take each other and end up being involved in the accident.
“When two bodaboda riders meet at that bridge let say one is carrying like charcoal, in case one doesn’t first go back to give space for the other to first cross, they end up knocking each other, the big vehicles like lorries can’t pass though that bridge coz it’s width is as small as I can say, and remember this isn’t the first time Sheema is doing the same to us. “Ben Kabigumira
The councilors want Sheema district top leaders to write to them explaining whether Rugarama Sub county is part of Sheema district local government or Ntungamo
“We want them to come out clearly and tell us whether we are still considered as part of Sheema because they have himuliated us enough, being a hard to reach area, they have taken that advantage to continue giving us fake and half baked services. Remember the whole Sub county has no network, we drink stagnant water, we only see electricity when we reach in other Sub counties, eeeeeh Ruhanga wangye” Darius Karuhanga
They later tasked Sheema district CAO and RDC Frank Besigye Kyereere to stop sitting in offices and they enjoy warm and cold treated water but to reach in villages and see how their civil servants have made nrm people to suffer like white dogs.
Talking to Frank Besigye Kyereere RDC Sheema district, he said that it was a great mistake for the district engineer to start construction without launching
“I have told the district engineer to give me BOQs before today ends, I was told that they used 33M to construct that bridge, the engineer has told me that they channelled some money to renovate other bridges that that’s why they did a shordy work, minus launching it, we didn’t even commission it, I will go there and witness, if I find something wrong, they must restart it a fresh” RDC Frank Kyereere.
