Subject: Proposal to Allocate a Portion of Traffic Fines to a Road Victims Support Fund
Dear Rt. Hon. Speaker and Honourable Members of Parliament,
I write to respectfully urge this esteemed House to consider enacting legislation that mandates the allocation of a portion of revenue collected from traffic fines towards the establishment and support of a Road Victims Support Fund.
As you are well aware, road traffic accidents continue to claim thousands of lives and leave many more Ugandans injured and permanently disabled each year. Victims and their families often face overwhelming medical expenses, loss of income, psychological trauma, and in many cases, permanent disability — all without sufficient support.
While traffic fines serve as a deterrent and a source of government revenue, it is both ethical and practical to channel part of this income back into supporting those directly affected by road crashes.
Hon. Speaker and Honourable Members of Parliament, a dedicated Road Victims Support Fund would:
Provide emergency medical aid and rehabilitation for victims;
Offer psychological support to survivors and bereaved families;
Assist with reintegration into the workforce or society;
Promote public awareness campaigns on road safety.
Establishing such a fund would demonstrate the government’s commitment not only to enforcement and regulation, but also to compassion and social justice for road crash victims.
It would also align with international road safety and public health frameworks that advocate for sustainable and victim-centered approaches to traffic management.
I therefore appeal to you, Honourable Members, to initiate and support the necessary legislative process to allocate a reasonable percentage of traffic fine revenues for this purpose. This small policy adjustment could bring a significant and lasting impact on the lives of thousands of Ugandans.
Thank you for your attention to this vital matter. I remain hopeful that Parliament will take this opportunity to support a more humane and responsive road safety framework.
