Makerere University Sets Tough Regulations for Guild Campaigns

Makerere University has released stringent regulations for Guild Presidential aspirants ahead of the upcoming elections to ensure a fair and peaceful electoral process.

In a letter dated February 5, 2024, Mr. Ramadhan Kirunda, the guild electoral chairperson, emphasized the importance of maintaining order during the campaign period. The guidelines aim to prevent any form of violence instigation and promote peaceful campaigning.

The regulations include the prohibition of hall discussions (Bimeza), rallies, and physical campaigns. Each guild presidential aspirant is limited to moving with a maximum of 15 people between different places of residence and colleges. Additionally, rallies both inside and outside campus are forbidden, and campaigning hours are restricted from 7 am to 9 pm to provide a standardized timeframe for all candidates.

Furthermore, aspirants are not allowed to affiliate with any political party, and any form of violence instigation is strictly prohibited, in alignment with the university’s constitution and statutes. Defacing university buildings and littering with campaign materials are strictly prohibited, as is campaigning outside the designated time frame.

As the campus prepares for the elections, candidates are urged to adhere to these guidelines to ensure a positive and respectful campaigning environment.

It’s noteworthy that Makerere University initially banned physical guild elections in July 2022 following a student’s death during a scuffle in guild campaigns.
