KAARO KARUNGI | OPINION -The development where the NRM CEC decided to have an official candidate for Speaker of the Parliament of Uganda is unfortunate.
It is not clear to the local voter in Uganda why the NRM Party pushes for a specific person for a Speaker given that the Party could get badly divided.
However, some people believe that Rt. Hon. Kadaga is sympathetic to the opposition in Uganda hence fails to push through some agendas as the party would wish. This then points to Hon. Oulanyah as one who could work as a stooge ready to do whatever the party / Executive wants pushed through!
What this then points to is the possibility that the NRM has to part with or has already parted with “an incentive” to the NRM Members of the 11th Parliament so that they vote according to the wishes of majority of the NRM CEC Members.
It is known that since the election on January 12, the MP Elect have never got any official pay. After the challenges to the election, this may have been an opportune time to give them some incentive to vote correctly.
This is how the Members of Parliament are introduced and or induced into the culture of first being bribed before they vote correctly!
It is now clear that Hon. Kadaga is seen as an opposition sympathizer. If so, then it makes all the sense for all in opposition to support her because she has some good for the opposition though officially NRM and member of the CEC.
Against that background, Hon. Semujju Nganda would better stand down so that all in opposition support a person with a backbone.
