The Late Gen Elly Tumwiine and Former Presidential candidate and Ex Forum For Democratic Change (FDC) President Kiiza Besigye were once close friends in the 1980 bush war however when Besigye decided to join the Anti Museveni campaign, the relationship between the two became history.
Here is the Bitter relationship between the two Bush war veterans.
The 1999 Saga
In 1999, the foundation was shaken by a crisis when Luweero Bush War veteran Dr Kizza Besigye, then a senior military advisor to the Minister of State for Defense, composed a dossier reproachful of the National Resistance Movement (NRM)— the political wing of the NRA currently known as the Uganda People’s Defense Forces (UPDF).

In the fallout of the publication of the dossier, Gen Tumwine, it’s expressed, was among the people from the military’s central leadership who pushed for Museveni’s previous doctor to be charged at the court military. However, following special tension from seniors from Rukungiri, Besigye’s home district, Museveni, who at first had become involved with it, dropped the idea.
At the point when Besigye declared his Presidential bid in which he vowed to vow Democratic changes and to get rid of the widespread corruption that he said had gobbled up the spirit of Museveni’s government, one army official who stayed condemning of him was Gen Tumwine. The four-star general portrayed the resigned colonel as ” an indiscipline officer” who was ” at legitimate fault for his actions. ”
The 2005 Besigye Charges
In 2005, Gen Tumwine appeared to have secured his fantasy about chairing a military court that would consider Besigye responsible for ‘ ‘ crimes’ ‘ committed. Besigye got back from exile to challenge in the 2006 Presidential elections under the support of the then-framed Forum for Democratic Change (FDC), however, he was arrested.
Besigye was first accused of rápe at the High Court. He was likewise independently charged at a similar court with conspiracy along with 22 different men, with the state guaranteeing that they had framed a rebel group they called PRA or People’s Redemption Army.
At the point when Besigye and his co-accused were conceded bail by the High Court, a security group that came to be known as Black Mamba raged the court in a film-like style. They re-arrested the suspects who were handling their bail papers and constrained them to show up under the steady gaze of Gen Tumwine’s court military where they were accused of treason.
Besigye’s lawyers filed a habeas corpus application and Justice John Bosco Katutsi decided that the proceeded arrest of Besigye on an implied warranty of responsibility from the GCM (General Court Martial) was unlawful” Justice Katutsi subsequently directed Besigye’s immediate release.
Gen Tumwine did’ t formally challenge the High Court ruling that had stayed the procedures in his court and released Besigye. He affirmed the military court’s independent from and concurrent jurisdiction with the High Court. In a fairly bizarre new development, Gen Tumwine reported that he would’ t continue with the trial of the charge until the Supreme Court had articulated itself regarding this situation.
Gen Tumwine did’ t get off the Besigye case without any problem. He one time arrested, attempted, and sentenced Besigye’s Lawyers Erias Lukwago and Caleb Alaka on contempt charges. The general condemned the duo to a fine of Shs1, 000 in default of which they were to be detained for two weeks. The two of them paid the fine.
Upon Elly Tumwine’s death, Dr Kiiza Besigye has called upon some Ugandans not to jubilate upon the General’s demise since it is inhuman.
