Rukungiri – Police in Rukungiri are seriously hunting for Mr Ninsiima Arthur, a civil servant working with Rukungiri district local government as a Parish chief for Kikarara Parish in Bwambara Sub County Rukungiri district for allegedly extorting money from Parish Development Model (PDM) beneficiaries.
During today’s community Baraza meeting (community dialogue) organized by the Rujumbura County Member of Parliament and the Minister of Security Hon Jim Muhwezi in Nyabugando, Kikarara Parish Bwambara Sub County, residents accused Ninsiima of demanding bribes from individuals if they are to benefit from Parish Development Model (PDM) program.
Mr Isaac Natukunda , one of the victims said he paid shs. 100,000 to benefit from parish development model and I did not get the money.

“Despite paying the requested amount of money, I have never received any money from the government. So Sebo Minister kindly help me because this thing is going to spoil your votes”. Mr Natukunda said.
Ms Kyarikunda Evas, another victims said the parish chief called her on phone and requested for shs. 50000.
” I met the parish chief at Kikarara trading center and I personally gave him the money. Yes I got the money. So am asking you minister are we supposed to pay any money or tell us”. Ms Kyarikunda told the minister Muhwezi.
The Rukungiri District Police Commander (DPC) SSP. Apollo Kyangungu confirmed the incident saying that he is going to follow up the case for the victims to get justice.
” Mr Minister I want to assure you that am going to take serious and look for the parish chief . I will bring him and he will have to refund the money before releasing him”. SSP Kyangungu said.
Addressing masses , Minister Muhwezi called for calmness among the residents asking them to always report such officers to near police posts .
“It is a very big crime, all government programs are free of charge and I want to warn you ( parish Chiefs ) with habit to better stop or else face jail”. Minister Muhwezi said.
The minister used the same platform and assured people of Bwambara and Rukungiri district in general that the Cabinet has already sidelined USD 50M to startup water project which will help residents of Bwambara and Bugangari to access clean and safe water.
Efforts to reach Ninsiima Arthur, the Kikarara Parish Chief for a comment were not successful in responding to the allegations against him.
