H.E General Yoweri Kaguta Museveni has directed Resident District Commissioners [RDCs] to provide him with daily reports on records of cattle raids and attacks on civilians by the embattled Karamojong cattle rustlers in the district of Kitgum and Agago respectively.
Chua East, Member of parliament Hon. Margaret Lamwaka Odwar raised a complaint before the president from Wigweng in Mucwini Sub-county Kitgum district about the continuous raids and attacks on animals plus the killing of civilians by the suspected karimojong cattle rustlers from Kotido and Kabong district.
This was during the 46th anniversary of St. Janani Luwum held on Thursday 16th February 2023.

MP Margaret Lamwaka Odwar told President Museveni that residents of four sub-counties namely; Orom, Namukora, Omiya Aniyma [kitgum], and Omiya Pachua –sub county in Agago district, are victims of atrocities committed frequently especially raids of animals and attacks on humans being by the Karamojong warriors.
However, in his speech, President Yoweri Kaguta Museveni apologized for the persistent problem of cattle raids,saying he was told the attacks were few and isolated. He tasked the RDCs in the affected districts,to work together with the Minister in charge of Northern Uganda, Hon.Grace Freedom Kwiyocwiny under the coordination of state minister,Henry Okello Oryem.
He said Oryem and the Northern Uganda minister Grace should conduct an immediate investigation into the continued cattle rustling by suspected Karimojong raiders in the two districts of Kitgum and Agago in Acholi sub region.
According to him, a detailed investigation report by the ministers will guide him on what action to take against the rustlers.
“I am sorry to hear about the Karamojong raiders continuing to disturb this area. I now direct the RDCs,who will be coordinated by Okello Oryem and Kwiyocwiny. I want a detailed report about these raids, day-by-day, and place,” Museveni said.
“We have the capacity to finish this nonsense, we have everything and nobody should be disturbing our people,” the President added.
Acholi, Lango and Teso people continue to lose their animals and resources to the suspected raiders from Karamoja and over 900 cattle are believed to have been lost to the raiders
Mr.Museveni said he was disappointed that the army deployed to counter the raiders kept ignoring the rustling problem .
“When I talked to the army commander, he told me the incidents of raids were few.
Few incidents for what? Why? We cannot be having problems after problems, it is not necessary. When I met some leaders at Barlegi State lodge in Otuke district, I met with the leaders of the army, and politicians, if somebody has raided animals, get him because the government has got so much capacity,” Said the President.
Mr Museveni was the chief guest during celebrations held to mark the 46th Janani Luwum-Day at Wii-gweng Village, Mucwini Sub-county in Kitgum District on Thursday.
Hundreds and thousands of Christians and congregations thronged Mucwini in memory of the late Archbishop Janani Luwum, Uganda’s first archbishop who was murdered by president Idi Amin Dada’s regime in the year 1977.
