Kitagwenda District Principal Human Resource Interdicted.

The Kitagwenda District Chief Administrative Officer, David Lubuuka, has interdicted the district principal Human Resource Officer, Ssozi Chris Ganaafa, over alleged embezzlement of over sixty seven Million shillings he swindled in the financial year 2020/2021.

According to a letter dated 23rd September 2021, addressed to Ssozi, the CAO puts that Ssozi requested for the said funds in the second quarter of the FY 2020/2021 for activities which were not in the budget provisions.

According to the letter, Ganaafa failed to account for the funds in the time he requested for in his letter dated 14th September 2021, while responding to CAO’s letter dated 8th September to his office to give accountability of the funds he requested for in the FY 2020/21.

‘’As you are aware this office wrote to you in mine dated 8th September 2021, directing you to refund shs 67,271,500[Sixty Seven million Two hundred seventy one thousand five hundred shillings] which you requested for in the second quarter of FY 2020/2021 well knowing there was no budget provision for those activities as in my earlier communications.’’ The letter reads.

The letter further reads, ‘’you remember very well that you had failed to account for various advances however, later you submitted them and requested for leniency to have them verified. The verification established that the activities had not been budgeted for in the estimates of FY 2020/2021 and in your letter of 14th September 2021 responding to mine of 8th September 2021 directing you to make full recovery of the above funds explaining why tougher disciplinary action should not be taken against you was unsatisfactory.’’

It’s against this background that the Chief Administrative Officer ordered for the interdiction of Ganaafa with immediate effect from accessing his office to pave way for further investigations into the matter.

While on interdiction, Ganaafa, will be entitled to half of his salary and he is not allowed to leave the country without the express permission from the relevant office.
